Vodokanal’s experience sparked the interest of China


Experts of SUE “Vodokanal of St.Petersburg” visited Harbin Water Supply and Drainage Group Co. The delegation of Vodokanal experts was invited to China to exchange experience in the field of water supply technologies.

The visit coincided with the 2nd China-Russia EXPO in Harbin - an international fair aimed at facilitating development and strengthening of bilateral cooperation between Russia and China.

St.Petersburg Vodokanal delegation comprised of the Head of Water Supply and Sewerage Development Bureau Vladimir A. Gvozdev, Head of Water Supply Process Engineers Department Tatyana M. Portnova and Head of Mechanical Engineers Department Yuri A. Kurganov.

The visit to China took place on 9-16 October. St.Petersburg Vodokanal delegation was received by the head of Harbin Water Supply and Drainage Group Co. the Board Chair Li Yaqiang. Harbin Water Supply and Drainage Group Co. is a state-owned municipal utility company. During the meeting Li Yaqiang underlined that provision of safe and high-quality water services was of considerable importance for the city leaders.  He also mentioned that apart from a fruitful exchange of experience between St.Petersburg Vodokanal experts and Harbin Water Supply and Drainage Group Co., the Chinese side counted on a long-term cooperation with regard to arranging further training of Chinese experts in St.Petersburg Vodokanal.

Representatives of Harbin Water Supply and Drainage Group Co. told about the operation of the city water intakes, water treatment and distribution systems as well as current challenges. 

Before 2010, water for water supply of Harbin was taken from the Songhua River. From January 2010, they started to use Mopanshan reservoir as a water source and the Songhua River became a reserve water source and a water source for landscaping needs, i.e. it was used for irrigation of fields, lawns, operation of fountains, etc. Such change of the water sources was caused by the fact that the water quality in the Songhua River ceased to comply with quality standards. Considering the growth of the city population and water consumption rate Harbin Water Supply and Drainage Group Co. made the decision to upgrade its plants. In 2014, Harbin launched the implementation of the project under which the water was taken from the Songhua River. Upon the completion of that project the Songhua River will regain its status of one of the major city water supply sources. Currently, experts of Harbin Water Supply and Drainage Group Co. are engaged in selecting technological processes and modes of water treatment and disinfection that will enable to restart water intake from the Songhua River.

Delegation of SUE “Vodokanal of St.Petersburg” and Harbin Water Supply and Drainage Group Co. had a robust discussion of issues related to the selection of water treatment technologies. In the course of interchanging of views the experts tackled upon the most acute issues for China including drinking water treatment technologies in low temperature season, methods to prevent formation of contamination with organochloride compounds during chemical water disinfection, methods of active leakage search, water flow rate and pressure measurement systems with data transfer and pipe reconstruction methods.

Experience shared by the parties at the meetings was found to be quite successful.

On 14 October, the mayor of Harbin Song Xibin received the delegation from Vodokanal. The Board Chair of Harbin Water Supply and Drainage Group Co. Li Yaqiang reported to the mayor about the efficient exchange of experience between Vodokanal St. Petersburg and Harbin Water Supply and Drainage Group Co. The Mayor of Harbin supported the idea of a long-term cooperation between the companies. The mayor also said that Harbin was interested in cooperation with St. Petersburg not only in water supply but also in other areas, such as economy, culture, etc.

As part of the visit, Vodokanal’s delegation also went to Pingfang Water Treatment Plant that today intakes water from Mopanshan reservoir. The plant capacity is 900,000 m3/day. The Plant is connected to Mopanshan reservoir with two pressure gravitational water pipelines with a diameter of 2.2 m and a length of 177 km. After treatment and disinfection of raw water, the treated water is piped to the city. Mopanshan reservoir is located in the upstream of the Lalin River at a distance of about 180 km from Harbin. The total capacity of the Dam is 523 mio. m3, its water is of a very good quality. The Dam was even awarded the title “High-Quality and Stable Water Source in Harbin”. Experts from Vodokanal highly appreciated the technical level of the Plant and compared its equipment with the advanced water supply K-6 block that operates at the Southern Water Treatment Plant in St. Petersburg.

Vodokanal’s delegation visit was initiated by Chinese colleagues. Director of the Institute of Russian Innovations at the Harbin Institute of Technology Professor Sun Changхiong addressed the city mayor with a proposal to invite a delegation from Vodokanal at the time when the 2nd China-Russia EXPO was held in Harbin and got his support. Professor Sun Changхiong made such a proposal after he had reviewed the information about Russian vodokanals and chosen for sharing experience the most innovative company - Vodokanal of St. Petersburg.
