REHABILITATION OF THE NORTHERN WASTEWATER TREATMENT PLANT

Procurement of Consulting Services

for

Preparation of Preliminary Design, Employer’s Requirements and Assistance in Supervision of Construction

State Unitary Enterprise “Vodokanal of St. Petersburg” (“the Client”) hereby invites eligible Tenderers to submit Tenders for delivery of consulting services (“the Services”) for the Preparation of Preliminary Design, Employer’s Requirements and to assist in Supervision of Construction.

The assignment concerns preparations for the rehabilitation of the Northern Wastewater Treatment Plant (NWWTP) which is located in Olgino about 15 km north-west of the city centre. Wastewater from the Neva River right bank area is led to the treatment plant, the estimated population in the area is approximately one million. The Northern WWTP was built in 1987 and enlarged in 1994. The design capacity is 1,250,000 m3/day or 62,500 m3/hour or 14.5 m3/second. The plant is operated by SUE “Vodokanal of St. Petersburg” (“Vodokanal”). Currently, the NWWTP adjusted capacity is approximately 600,000 m3/day. The present wastewater treatment is an activated sludge process.

The project covers a major rehabilitation of the plant. The investments in the NWWTP are expected to be funded by Sida, NDEP, the International Financing Institutions (IFIs), such as EBRD, EIB and NIB, and the John Nurminen Fundation.

For partial financing of the investments related to the NWWTP, Sida, Vodokanal and the City of St. Petersburg signed on June 11, 2008 an "Agreement on Non-refundable Assistance". The agreement stipulates that the Sida funding can be used for payment of equipment and materials, as well as services from Sweden or other countries, as agreed with Sida, including consultants for justification, planning and monitoring of investments in the NWWTP. The funding now allocated for the assignment described in the Terms of References is SEK 6,300,000.

The procurement of the Services will be undertaken as Open Tendering open to Swedish firms according to Sida Procurement Guidelines (SPG, June 2004) and will follow the procedures described in the tender dossier to be downloaded from Sida homepage.

The firm(s) selected will be required to enter into contract(s) with the Client based on FIDIC Standard Conditions.

The tender should be submitted to the office of the State Unitary Enterprise “Vodokanal of St. Petersburg” not later than 12th October 2009, 17:00 local time.
