Reconstruction of the Northern Wastewater Treatment Plant

This invitation for Tenders follows the General procurement notice (GPN) 5933-GPN-38382 for this project that was published on the EBRD website dated 28 April 2009, and recently updated on 6 July 2011 (www.ebrd.com).

State Unitary Enterprise "Vodokanal of St. Petersburg", intends to use the funds of the loans and technical assistance from international banks and donors towards the costs of the “Neva Direct Discharges Closure Programme”.

State Unitary Enterprise "Vodokanal of St. Petersburg" now invites sealed tenders for the contract to be financed from the proceeds of the loans of the European Bank for Reconstruction and Development, Nordic Investment Bank (NIB) and European Investment Bank (EIB), Procurement of Works for Reconstruction of the Northern Wastewater Treatment Plant (NWWTP) under a design-build contract.

The scope of works under this contract shall include:

• Project design,

• Civil works

• Mechanical and piping works

• Automation and Electrical works,

• HVAC

The project site is located in the city of St. Petersburg. Expected time for completion is 27 months.

Tendering for contracts to be financed with the proceeds of a loan from the Banks is open to firms from any country.

To be qualified for participation in the tender, tenderers must satisfy the following minimum criteria:

(a) the Tenderer shall have an average annual turnover as a prime contractor (defined as billing for works in progress and completed) over the last 5 years of not less than 20 million EURO equivalent.

(b) the Tenderer shall demonstrate that it has successful experience as a prime contractor in the execution of at least 2 similar contracts within the last 5 years of a nature and complexity comparable to the proposed contract and at least one of them with a value of not less than 15 million EURO.

(ñ) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, credit lines, and/or other financial sources sufficient to bear costs associated with the execution of the contract for a period of 4 months estimated as not less than 2.5 million EURO equivalent.

(d) The Tenderer and his sub-contractors shall have or obtain prior to the Contract award all required certificates and permissions provided for by legislation of Russian Federation to perform construction works under the Contract.

(e) The Tenderer shall meet other requirements specified in the Tender Documents.

The Tender Documents may be obtained from the office at the address below upon payment of a non-refundable fee of the equivalent of three hundred Euro (EURO 300.00) (VAT including) in Russian Roubles at the exchange rate determined by the Central Bank of the Russian Federation on the date of payment.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents can be promptly dispatched by courier; however, no liability will be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a Tender Security in the amount of 300 000.00 EURO or its equivalent.

Tenders must be duly completed and delivered to the address below, on or before September 19 2011 at 12.00 noon (local time) at which time they will be opened in the presence of those tenderers’ representatives who wish to attend. The tender documents should be submitted both in paper and electronic (CD) identical versions. All the price schedules shall be filled in and saved in Microsoft Excel format. Documents, which are received late will be rejected and returned unopened.

Tenderers are advised to attend pre-tender meeting and a site visit which will be held on August 29 2011.
