INVITATION FOR TENDERS

Completion of the main sewage collector of the northern part of Saint-Petersburg

from Finlyandsky Bridge to Kantemirovskaya street

Technological Equipment for the Shaft URS-422

Supply of Support and Auxiliary equipment.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com ) on April 28, 2009, No.5933-GPN-38382 and recently updated on 6 July 2011.

State Unitary Enterprise “Vodokanal of St. Petersburg” now invites sealed tenders from firms and joint ventures for the contract: “Technological Equipment for the Shaft URS-422. Supply of support and Auxiliary equipment and Related Services for URS-422”, to be financed from proceeds of the grants.

The equipment to be supplied under this contract consists of 2 (two) lots:

Lot 1, financed by Shareholder Special Fund of the European Bank for Reconstruction and Development (SSF EBRD), includes:

  • Pipes for suction and pressure pump lines and other technological processes;
  • Fittings and valves
  • Screens, grinders and conveyors
  • Penstocks;
  • Ventilation, heating and air conditioning equipment for underground part
  • Related services

Lot 2, financed by Northern Dimension Environmental Partnership (NDEP), includes:

  • Electrical equipment;
  • Automation and SCADA system equipment;
  • Lifting equipment ( cranes, telfers, cargo and passenger elevators );
  • Ventilation, heating and air conditioning equipment for the above ground pavilion
  • Other equipment for on-surface infrastructure;
  • Related Services.

The tenderers shall submit tenders for both lots and the amount for each lot is to be indicated separately.

Estimated duration of the contract is 14 months.

Tendering for the contracts to be financed from the proceeds of the grant from the Shareholder Special Fund of the European Bank for Reconstruction and Development (SSF EBRD) is open to firms from any country.

Tendering for the contracts to be financed from the proceeds of the grant from the Northern Dimension Environmental Partnership (NDEP), is open to firms from EU member countries, Norway, Canada and EBRD countries of operation.

To be qualified for the award of the contract, tenderers must satisfy the following minimum criteria:

• Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last three years not less than EURO 35 (thirty five) million equivalent. For Lot 1 average annual turnover as prime supplier over the last 5 (five) years of not less than EUR 20 million equivalent , for Lot 2 average annual turnover as prime supplier over the last 5 (five) years of not less than EUR 20 million equivalent

• The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 15 mil. equivalent, taking into account the Tenderer's commitments for other contracts

• The Tenderer shall demonstrate sound financial position over the last five years;

• the Tenderer has satisfactorily supplied similar goods and services to other purchasers and completed at least one (1) contract for supply of screens and associated equipment with the height of at least 30 meters and at least 4 (four) contracts for other equipment in the recent five (5) years;

• in case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;

• the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations prescribed in these tender documents;

• the Tenderer is able to provide all necessary certificates, permits and licences required by the authorities of the Russian Federation related to the scope of supply. Russian certificates are to be submitted not later than the delivery commencement.

In the case the tender is submitted by a joint venture, consortium or association (JVCA) , the tenderer must satisfy the following minimum criteria:

• The lead partner shall meet not less than 40 percent of all the qualifying criteria for general experience and financial position specified above;

• The other partners shall meet not less than 25 percent of all the qualifying criteria for general experience and financial position specified above;

• The joint venture must satisfy collectively the criteria for personnel and equipment capabilities and financial position stated above, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture's total capacity. Individual members must each satisfy the requirements for audited balance sheets and litigation.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 300 (three hundred) EURO, including V.A.T, equivalent in Russian Roubles at the rate of the Central Bank of Russian Federation at the date of payment.

Tenders must be delivered to the office at the address below on or before September 9 2011, 11-00, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend. All Tenders must be accompanied by a tender security of EUR 200,000.00 for Lot 1 and EUR 200,000.00 for Lot 2.
